I don't speak French so understanding where an address is on a map, what village, canton, region, etc, etc, etc, seems to go on forever in the country of France. Is there a web site in English that explains all of this graphically? For example, How would I know where the location of Chateâu-Neuf, France is? Is it in the 03, 04 or 05 area? What is the best practice for finding where the full address of a town like Chateâu-Neuf, France would be?

Wikipedia. The articles in English are little more than stubs, generally, but that's enough to give you a link to a map, and the full administrative pyramid. If you need to know more, follow the link to the French wikipedia and put the article in Google translate.

Generally, a simple Google search will get you that information. But in this case, there are many towns with similar names. So you'll have to use additional clues in your source to find out which one is right.
Châteauneuf or Châteauneuf-en-Auxois is a commune in the Côte-d'Or department in eastern France.
Châteauneuf 71740. Saône-et-Loire Bourgogne
A search for "Châteauneuf" on Geneawiki yields 551 results! "Château-Neuf" (hyphenated) yields fewer results, but depending on your source, I don't know which one is correct.

As a general rule, I would recommend using Geneawiki's Régionalisme section with Google Translate on Chrome. It lists all the towns by department, including old towns that have since merged with their neighbor, additional details about each town (varies greatly), and links to departmental archives.
