Birth records for French citizens born in Mexico

I am trying to find birth /marriage records for my great grandfather and great great grandfather who were born in Veracruz Mexico but were French citizens. The family were merchants and travelled regularly between France and Mexico. Where would the births be registered? In French vital statistics or Mexican? 1840-1880’s.

Most likely, the birth would be recorded in both places. The French records were kept by the Ministry of Foreign Affairs, but only if the family registered with the local consulate or embassy. Since your family stayed in close contact with France, they probably did.
